L'objectiu principal d'aquesta tesi és analitzar quines són les divergències i les convergències en la governança urbana de l'aigua a Madrid i a Barcelona des d'una perspectiva històrica.
Desgranant aquest objectiu principal se'ns presenten d'altres més concrets que donen forma als diferents capítols d'aquesta tesi. D'aquesta manera se'ns planteja per una banda reconstruir el procés històric d'urbanització de l'aigua en les mencionades àrees urbanes. Per urbanització de l'aigua entenem la mobilització dels recursos hídrics per tal de permetre el creixement urbà. La recerca es planteja també analitzar les configuracions canviants de poder al voltant del control dels recursos hídrics. En tercer lloc, es vol il·lustrar com els recurrents discursos d'escassetat i sequera, així com les canviants tecnologies d'obtenció de recursos hídrics donen forma a les polítiques de l'aigua en ambdues zones. Finalment, la investigació s'interroga sobre si el marc polític i econòmic neoliberal i d'ambientalisme de mercat estan produint respostes similars a nivell de gestió dels recursos hídrics en els dos casos d'estudi.
La tesi té un marca caràcter teòric i utilitza l'Ecologia Política Urbana per tal de construir un marc teòric útil per l'anàlisi dels processos històrics i de la situació actual en ambdues àrees d'estudi. La investigació parteix del punt de vista que la història de les ciutats pot ser llegida com la història de l'aigua. En altres paraules, traçar i analitzar la circulació de l'aigua a través del teixit urbà ens permet conèixer el funcionament de les societats modernes en tota la seva complexitat.
En un context d'hegemonia neoliberal, l'aigua no tan sols permet el funcionament de les ciutats sinó que també lubrica la circulació de capital a diferents escales. El medi ambient en general, i l'aigua en particular, estan subjectes a diferents processos com poden ser la mercantilització, la privatització o la comercialització. En els capítols teòrics de la tesi, es repassen tots aquests processos així com els debats teòrics que la Geografia Crítica exposa sobre el binomi Neoliberalisme i medi ambient. Al mateix temps, es posa èmfasis en els debats sobre la participació privada en la gestió de l'aigua, així com en els aspectes més tècnics sobre la gestió dels recursos hídrics i el canvi de gestió de l'oferta a gestió de la demanda.
Per acomplir amb els objectius plantejat s'han utilitzat diferents metodologies, tant quantitatives com qualitatives: revisió de relats històrics, el treball en hemeroteca, les entrevistes, l'observació participant, o l'anàlisi estadístic.
La tesi demostra les diferències en les trajectòries històriques de gestió de l'aigua en les dos grans ciutats de l'Estat i reflexa la dicotomia públic-privat existent ja des de mitjans del segle XIX en quant a serveis urbans bàsics. Es barreja la part discursiva amb la material, traçant l'evolució d'una infraestructura que cada vegada busca recursos més lluny de l'àmbit de consum, arribant a reconceptualitzar el cicle hidrològic, com passa a Barcelona amb la dessalació. Tot aquest canvi ve propulsat per una escassetat d'aigua amb components físics i socials, que es vista com una oportunitat per ampliar els mecanismes de mercat en la gestió dels recursos hídrics.
L'anàlisi demostra que l'escala local, regional i global s'entrellacen, per donar forma a una governança de l'aigua multi-escalar. Tant en el cas de Barcelona com de Madrid s'observa que l'obtenció dels recursos, però sobretot la circulació de capital sobrepassa l'escala urbana. La tesi conclou identificant els nexes entre els dos casos d'estudi respecte la neoliberalització de la gestió de l'aigua, així com subratllant l'important paper que l'escassetat d'aigua ha tingut en configurar la política urbana en concret i la política hídrica en general.

The main objective of this thesis is to analyse from a historical perspectives which are the divergences and the convergences in urban water management in Madrid and Barcelona.
Beyond this general objective, the research aims to answer more specific questions, which constitute the different chapters of the thesis. First, it documents the historic process of urbanization of water in both areas. By urbanization of water I mean the mobilization of water resources to keep pace with urban growth. The research aims also to analyse the changing choreographies of power over the control of water. In the third place, it illustrates how recurrent water scarcity discourse and drought, as well as the changing technologies to obtain water shape water politics in both cases. Eventually, the investigation intends to understand whether and how the current political and economic neoliberal framework and market environmentalism are producing similar outcomes in the management of water resources in both urban areas.
The thesis puts special emphasis on theory and uses Urban Political Ecology to build a theoretical framework to analyse the historical processes of urbanization of water and the current situation in Madrid and Barcelona. One of the premises of the research is that the history of cities can be read as the history of water. In other words, to trace the circulation of water through the urban fabric facilitates the understanding of the functioning of modern societies in all their complexity.
In a context of neoliberal hegemony, water not only permits the functioning of the urban fabric but also lubricates the circulation of capital at different scales. The environment in general, and water in particular, are subjected to different processes such as mercantilization, privatisation or commercialization. In the theoretical chapters of the thesis, all these processes are presented as well as the theoretical debates that Critical Geography puts forward regarding the relationship between Neoliberalism and the environment. At the same time, emphasis is put on the debate around private participation in water management, as well as in the more technical aspects and the change from supply-side to demand-side management.
To attain the research goals different methodologies, both qualitative and quantitative, have been used: historical accounts, newspaper library research, interviews, participant observation and statistical analysis.
The thesis shows the different historical trajectories in what concerns water management in the two most important cities of Spain and the public-private dichotomy in basic urban services present since mid 19th century. The research combines both the material and the discursive, and traces the evolution of the ever-expanding water infrastructure that searches for water beyond the conventional sources, even to the point to reconceptualise the water cycle as it happens in Barcelona with desalination. This change is being legitimated by a social and physical scarcity of water, which is seen as an opportunity to expand the reach of market mechanisms in the management of water resource.
The analysis shows how the local, regional and global scales are embroiled, and shape the multi-scalar water governance. Both in the case of Barcelona and Madrid we observe that the circulation of water, but also specially the circulation of capital go far beyond the urban scale. The thesis concludes by identifying the nexus between the two cases in what concerns the neoliberalization of water management. It also underscores the important paper that water scarcity has had in the configuration of urban and water politics and policies.
