Abstract

By: Mojgan Hashemi<br/><br/>The demands of our time claim urgent and pertinent innovations within the University of Panama. One of the most important factors to begin this process of innovation would be the creation of a Degree for University Professors in TIC. The purpose of this investigation is to find alternatives to put this factor into effect through the analysis of its feasibility in three of the Regional University Centers of the University of Panama: Azuero (CRUA), Los Santos (CRULS), and Veraguas (CRUV), during the academic year 2004-2005. <br/> <br/>For this effect, and on the basis of a quantitative-qualitative approach, I have designed a correlational-descriptive type of investigation and a set of questionnaire-and-interview techniques aiming at obtaining the required information from 346 professors and 12 members of the administrative staff, who were purposely interviewed on the following dimensions of the study: to) Qualification and training needs required by the potential teaching staff in TIC, b) Facilities and access to TIC, c) Attitudes toward TIC, and d) Use of TIC at a university level. <br/> <br/>The results of the investigation were triangulated on the basis of a percentile analysis of the questionnaire, the analysis of frequencies and percentages, along with the categories of the interviews, and the statistical correlational analysis (Pearson Chi-square and Coefficient of Contingency C) applied to the variables of Sex, Age, Staff Teaching Experience (antiquity), University Degree (academic level), and Skills in the 4 dimensions of the questionnaire. <br/> <br/>The results of the questionnaire and the interviews showed that there is an evident deficiency in the training of professors in TIC, with little variability (according to the correlational statistic analysis) in the Regional University Centers under study. Up to date, the training of professors in TIC has not been systematic and its use has only served as palliative to the model of traditional education. Nevertheless, 75 percent showed to have positive attitudes toward TIC, with little variability in the Regional Centers under study. <br/> <br/>On the other hand, the instruments used the questionnaire and the interviews showed that none of the Regional University Centers has adequate infrastructure, resources, supporting personnel, and qualified teaching staff to put into effect an innovative process to integrate TIC to higher education. <br/> <br/>In consequence, in order to improve the training process of the university teaching staff in TIC, a parallel work is necessary, along with a strategic and systematic training process; attempts to obtain more resources for better accessibility of both professors and students; and the joint effort to create a wide-ranging technological plan to be implemented at a university level. <br/> <br/>Likewise, special measures should be proposed for the training of a TIC teaching staff, in order to meet, in a quantitative and qualitative manner, the demands for a program in TIC teaching, along with the creation of a special laboratory for the teaching staff in TIC with its respective technical supporting personnel, the implementation of measures aimed to motivate professors to use TIC in their teachings and to increase the level of demands of the institution, the realization of self-financial measures at the level of each one of the university faculties, and the decentralization of the funds for the Computer Science Laboratory at the level of the University of Panama. <br/> <br/>Finally, a proposal is presented for the implementation of a training program consisting of three modules 40 hours each , which should be integrated to an Institutional Technological Plan, and comprising four components that would function in an interactive and simultaneous way: a) training, b) follow-up, c) incentives, and d) evaluation. The Plan may be aimed at the teaching staff of the Regional University Centers under study through a presential modality, in its initial phase, and a semi-presential modality during the follow-up phases. <br/><br/>Formación del Profesorado de la Universidad de Panamá en Tecnologías de la Información y la Comunicación <br/> <br/><br/>Por: Mojgan Hashemi


Las exigencias de nuestra época reclaman innovaciones urgentes y pertinentes en la Universidad de Panamá. Uno de los aspectos más importantes para iniciar este proceso de innovación es la Formación del Profesorado Universitario en las TIC; estudio en el que nos abocamos a fin de analizar dicho factor en tres de los Centros Regionales Universitarios de la Universidad de Panamá: Azuero (CRUA), Los Santos (CRULS) y Veraguas (CRUV) durante el año 2004 -2005.<br/><br/>Para este efecto y en el marco del enfoque mixto (cuantitativo-cualitativo) recurrimos a una investigación de tipo descriptiva-correlacional y a las técnicas de encuesta y entrevista para obtener la información requerida de 346 profesores encuestados y doce funcionarios entrevistados respecto a las siguientes dimensiones del estudio: a) Formación y necesidades formativas de los docentes en TIC, b) Facilidades y acceso de las TIC, c) Actitudes hacia las TIC y d) Uso de las TIC en la docencia universitaria.<br/><br/>Los resultados de la investigación fueron triangulados a partir del análisis porcentual de los cuestionarios, el análisis en base a frecuencias y porcentajes y sistema de categorías de las entrevistas, y el análisis estadístico correlacional (Chi Cuadrado de Pearson y Coeficiente de Contingencia C) aplicado a las variables de Sexo, Edad, Experiencia Docente (antigüedad), título universitario (grado académico) y Facultad en las 4 dimensiones del cuestionario. <br/><br/>Los resultados de la encuesta y las entrevistas demostraron que existe una clara deficiencia en la formación de los docentes, en cuanto a las TIC, con poca variabilidad (según el análisis estadístico correlacional) en los Centros Regionales Universitarios estudiados. Hasta ahora, la formación de los docentes en las TIC no ha sido sistemática y su uso solo ha servido como paliativo al modelo de educación tradicional. Sin embargo; el 75% demuestra actitudes positivas hacia las TIC, con poca variabilidad en los centros estudiados. <br/><br/>Por otro lado, ambos instrumentos reflejaron que ninguno de los Centros Regionales Universitarios estudiados cuenta con la suficiente infraestructura, recursos, personal de apoyo idóneo ni docentes capacitados para iniciar procesos innovadores de integración de las TIC a la docencia universitaria. <br/><br/>En consecuencia, para mejorar la formación de los docentes universitarios en las TIC, es necesario trabajar paralelamente, la capacitación de manera estratégica y sistemática, la consecución de mayores recursos para una mejor accesibilidad de los docentes y estudiantes y la elaboración participativa de un plan tecnológico a nivel institucional.<br/><br/>Igualmente, se recomienda crear instancias especiales encargadas de la formación de los docentes en TIC, mejorar cuantitativa y cualitativamente la oferta de los programas formativos para docentes en TIC, disponer de un laboratorio especial para el uso del profesorado con su respectivo personal técnico de apoyo, establecer medidas para incentivar a los docentes hacia el uso de las TIC en su labor docente y elevar el nivel de exigencias a nivel de la institución, promover la autogestión a nivel de cada una de las facultades y la descentralización de los fondos para el Laboratorio de Informática a nivel de la Universidad de Panamá. <br/><br/>Finalmente se presenta la propuesta para un programa formativo de tres módulos de 40 horas cada uno, el cual debe estar inmerso dentro de un Plan Tecnológico a nivel institucional y que comprende cuatro componentes que podrán funcionar de manera interactiva y simultánea: a) formación, b) seguimiento, c) incentivos y d) evaluación. El mismo estará dirigido a los docentes de los Centros Regionales estudiados a través de la modalidad presencial en su fase inicial y luego se podrá recurrir a la modalidad semipresencial durante las faxes de seguimiento.
