Abstract

Las transformaciones que se han venido produciendo en el sistema productivo, a lo largo de los últimos cincuenta años en España, con la pérdida de peso de la actividad propiamente manufacturera en beneficio de los servicios, entraña, importantes consecuencias para el planeamiento urbano y su posterior ejecución. Aparecen novedosas tipologías que definen a las áreas de implantación de actividades productivas, sustituyendo la clásica denominación polígono industrial, por parques empresariales o sectores de actividades económicas, entre otras; o, en una escala creciente de incorporación de actividades especializadas, parque tecnológico, parque logístico, etc. Los requerimientos de infraestructuras en estas nuevas áreas, a los cuales deben dar respuesta los proyectos de urbanización, son distintos a los establecidos hasta entonces –servicios urbanísticos básicos -, ya sean por las normativas que definen el planeamiento y la legislación sectorial, por las propias necesidades que estas demandan o por la introducción de criterios de sostenibilidad urbanística. La incorporación en el ámbito puramente de las infraestructuras de elementos nuevos o modificación de los existentes, como son la gestión integral del ciclo del agua, las energías renovables o la urbótica, contribuyen en gran medida al cumplimiento de las directrices generales que el urbanismo sostenible dicta, con el objetivo de mejorar la calidad de vida de la población que trabaja en ellas y el respeto al territorio donde se desarrolla. A pesar de la escasa y dispersa bibliografía, publicaciones y artículos sobre esta particular temática, con la realización de esta Tesis Doctoral se ofrece como principal aporte la estructuración de una metodología que permite hacer una lectura de la evolución de las áreas productivas, basándose en el estado y funcionamiento actual, y en la concepción de sus redes de infraestructuras, atendiendo a los cambios normativos y sociales producidos, y la repercusión económica que ello ha podido representar.


The changes that have occurred in the production systems in Spain, during the last fifty years, together with the decrease in importance/weight of purely manufacturing activities for the benefit of services, involve significant consequences for urban planning and its later enactment. Innovative typologies appear which define the areas of implementation of production activities replacing the classic label of industrial zone with business parks or sectors of economic activity, among others; or, on an increasing scale of incorporation of specialized activities, with technological parks or logistic parks, etc. The requirements of infrastructure in these new areas for which urbanization projects need to provide an answer are different from those established until then ¿ basic urban services ¿ be it due to the norms that define planning and the sector legislation, due to the very necessities that these requirements call for, or due to the introduction of urban sustainability criteria. The incorporation of new elements or the modification of existing ones in the sphere of infrastructures as such, for instance integrated water cycle management, renewable energies or urban automation, contributes to a great extent to compliance with the general trends dictated by the sustainable urbanism, with the objective to improve the quality of life of the population that works in these areas and with respect to the area where it develops. Despite the scarce and scattered bibliography, publications and articles on this specific topic, the completion of this doctoral thesis offers as its main contribution the structuring of a methodology that enables a reading of the evolution of productive areas based on their current state and functioning and in the definition of its infrastructure networks catering for social and legislative changes that have taken place and the economic repercussion that these could have represented.
