Esta tesis defiende un derecho universal de salida al mar. La falta de acceso marítimo priva a los Estados de la autonomía necesaria para perseguir sus fines y menoscaba sus posibilidades de desarrollo. Sostengo que a pesar de que Rawls es un improbable aliado de este proyecto, este derecho puede ser defendido desde una perspectiva rawlsiana. Rechazo la objeción de que los Estados acosteros puedan considerarse colectivamente responsables por su situación y que sea necesario hacer responsables a los otros Estados para exigir una solución. Apelo a teorías cercanas a la tradición geoísta que sostienen que el planeta pertenece a toda la humanidad y que la distribución desigual de los recursos debe ser compensada, y respondo a una posible objeción. Finalmente, rechazo la idea de que mi propuesta pueda ser rebatida sobre la base de la idea de soberanía y derechos territoriales.
This thesis defends a universal right to access the sea. The lack of access deprives states of the autonomy they need to pursue their goals and undermines their development potential. I hold that though John Rawls is an unlikely allied to this project, this right can be defended from a Rawlsian perspective. I reject the objection that landlocked states can be considered collectively responsible for their situation and I also deny it is necessary to hold other states collectively responsible in order to demand a solution. I appeal to theories close to the geoist tradition that claim the planet belongs to all humanity and that a very unequal distribution of resources should be redressed. I also reply to a possible geoist objection to my proposal. Finally, I object to the idea that a conclusive argument against my proposal can be grounded on the ideas of sovereignty and territorial rights.
