This titled proposal " Alternative to improve the Quality of the Basic Education in the TAchira State", after analyzing the educative crisis in general, and individual of the Basic level of Education presents strategies that can revert this situation, is centered in the decentralization that confers autonomy for the decision making and the administrative acts from simplest to most complex, arriving the process from decentralization to make it more efficient and of quality , in where, the Pedagogical<br/>Projects of Establishment constitute an essential factor for the quality of the education. The strategy that better was adopted to this investigation is of investigative type, combining it with the documentary and field investigation. Diverse analyses were used that allowed to know that in Venezuela, and particularly in the TAchira<br/>State, the Basic Education is in crisis, and the collected data gave an educative system image, of educational crisis: its buildings or locals where teachers teaches are deteriorated and unexpected in the nonapt premises; deficiency of didactic materials,until the classic chalk lacks in many classrooms; low pays and paid inopportunely<br/>that demotivates and influences in the educational performance, being reflected in the<br/>low educative quality; memoristics classes are distributed, still continuing the practice of taking notes all time. A factor of the educative quality, is the supervisors, who shine by their absence, and when they evaluate an educative institution is for demotivating them. according to the obtained results it is possible to be concluded that the educational ones, exert without having the professional title, very are<br/>demotivated by the low pay; in addition the labor climate and the infrastructure attempt against their performance and self-esteem; it is privileged to urban means and one marginalizes to the rural one in the educative service; they accept but with certain resistance (to the change) innovations like the Pedagogical Project of Establishment and the Pedagogical Project of Classroom.
