Principis d’igualtat i mecanismes d'assignació de recursos: rellevància per a l'anàlisi de les polítiques públiques

Abstract

L’objectiu de la present tesi és el disseny d’un marc d’anàlisi que permeti l’estudi sistemàtic dels mecanismes que fa servir el sector públic alhora d’assignar recursos. Per al disseny del marc d’anàlisi, s’identifiquen, a partir de les teories de la justícia i de la literatura sobre polítiques socials i estats del benestar, 4 principis - dret, necessitat, mèrit i utilitat-;mitjançant el marc d’anàlisi es mostra com aquests principis es poden concretar en 4 mecanismes específics d’assignació de recursos que expliquen com els poders públics resolen els afers relacionats amb la distribució de recursos particularment adreçats a les persones. Aquests mecanismes d’assignació de recursos s’estudien des de 4 criteris d’anàlisi que són l’efectivitat, la discrecionalitat, la transparència i la robustesa i l’estudi es fa a partir de diferents casos cadascun d’ells il·lustratiu dels diferents mecanismes d’assignació de recursos; els casos són: l’accés als serveis d’otorinolaringologia al Parc de Salut del Mar com a aplicació del mecanisme basat en els drets, l’accés a les beques Finestreta de la UAB com a exemple del mecanisme basat en la necessitat, l’accés a les beques de col·laboració per part també dels estudiants de la UAB com aplicació del mecanisme basat en el mèrit i finalment l’accés al programa Més Grans a la Selva i a l’Alt Empordà com aplicació del mecanisme basat en la utilitat. El nombre i diversitat de casos analitzats i també els resultats obtinguts en aquesta anàlisi posen de manifest l’aplicabitat de la proposta teòrica per a l’estudi i anàlisi de diferents mecanismes d’assignació de recursos. Els resultats evidencien que, almenys pel que fa als casos estudiats, no hi ha cap mecanisme d’assignació de recursos que sigui el més efectiu, el més resilient, el més transparent i el més adaptable; al contrari, sembla existir un cert “trade-off” entre els resultats obtinguts en aquests criteris per a cadascun dels diferents casos referits als mecanismes d’assignació de recursos. Tots els mecanismes d’assignació estudiats són efectius i aquesta exigencia en l’efectivitat va en detriment d’algun dels altres criteris d’anàlisi ja sigui la robustesa, la transparència i la discrecionalitat. L’existència de “trade-offs” entre els diferents criteris d’anàlisi i la diferent forma que adopten aquests per a cadascun dels mecanismes d’assignació de recursos suposa un element molt important a tenir en compte per a l’anàlisi d’aquests mecanismes però també per al potencial dels seus resultats per a la millora en el disseny de mecanismes d’assignació de recursos per part de les institucions públiques.

The aim of this Ph.D. thesis is the design of an analytical framework enabling to systematically study the mechanisms used by the public sector to allocate resources. To design this framework, four principles steaming from the theories of justice and from the literature on welfare states and social policy are identified: right, need, merit and utility. Using the analytical framework developed by this research, it is shown that these four principles can be nailed down into a typology of allocation mechanisms which reveals how the public sector addresses the issues concerning the distribution of resources among citizens. This typology of resource allocation mechanisms is analyzed through the following criteria: effectiveness, discretion, transparency and robustness. The feasibility of this analytical framework is shown by means of four cases studies, each one corresponding to a resource allocation mechanism. The cases studied are: (1) access to the otorynolaryngology services in the Health Center Parc de Salut Mar, as example of a resource allocation mechanism based on rights; (2) access to the UAB scholarship program Finestreta, as example of a resource allocation mechanism based on needs; (3) access to the cooperation scholarships offered by the UAB, as an example of a resource allocation mechanism based on deservingness; (4) and access to the program “Més Grans”, in the areas of La Selva and L’Empordà, as an example of a resource allocation mechanism based on utility. The cases analyzed and the results obtained demonstrate the applicability of the theoretical proposal made in this thesis to the study of resource allocation mechanisms. The results from the analysis of the case studies show that there is no resource allocation mechanism that can be considered to be at the same time the most effective, the most adaptable, the most transparent and the most robust/resilient. Instead, in each of those analyses there seems to be a sort of "trade-off" between those criteria. All the resource allocation mechanisms studied are effective and this effectiveness seems to be detrimental for the achievement of the other criteria (i.e . discretion, transparency and robustness). The existence of "trade-offs" between those criteria and the diversity of forms adopted by these “trade-offs” in the different resource allocation mechanisms are an important element to take into account in the analysis of these mechanisms and its results represent an important contribution to the improvement of the design of mechanisms for the allocation of resources by the public institutions.
